The Title V Program

Title V, otherwise known as Wisconsin Senior Employment or W.I.S.E., is an employment and training program for people 55 years of age or older with an annual household income less than 125% of the poverty level. Through W.I.S.E. participants receive on the job training, resume assistance, interview assistance as well as formal training through technical colleges or other community organizations. Initial job analysis and assessments are performed when a person is enrolled and are updated semiannually.

Participants are employed through the Bay Area Agency on Aging; however they receive on the job training through host agency sites, which must be nonprofit or governmental agencies. Participants work at the host agencies for 20 hours a week at $5.15 an hour and are required to continue looking for permanent employment.

Participants may be enrolled in the program for a maximum of 18 months. Over the 18 months participants should receive training to assist them in finding a permanent position. Through W.I.S.E. our agency is a sub-grantee of the State of Wisconsin. There are other similar programs, whose service area overlaps ours, that operate on a national level. The Bay Area Agency on Aging has a contract for 29 Title V participants throughout various counties. Currently the Bay Area Agency on Aging W.I.S.E. program serves the following counties:

  • Brown
  • Calumet
  • Manitowoc
  • Marinette
  • Oneida
  • Outagamie
  • Waupaca
  • Waushara
